The Eastern Cape Parks and Tourism Agency emerged from the merger of the Eastern Cape Parks and Tourism Agency and Eastern Cape Tourism Board on 1 July 2010. The new Agency is still be registered as a Schedule 3c Public Entity in terms of the Public Finance Management Act (PFMA) and will continue to receives a grant from the Provincial Government for its operational activities based on a five year Strategic Plan, a three year Annual Performance Plan and an Annual Operational Plan that is submitted to the Provincial Legislator through the Department of Economic Development and Environmental Affairs (DEDEA). It does therefore not have investors but it will be able to attract investors in the form of public private partnerships and eco tourism opportunities.
The Eastern Cape Parks and Tourism Agency is committed to sustainability in natural resource usage by the broader communities as long such usage does not impact negatively on the ecosystems and future generations. The Agency has captured this view in its vision where biodiversity management and tourism development underpin sustainable development in the Province. A key strategic objective of ECPTA is to include stakeholders as active partners in conservation and to manage protected areas in a way that contributes to the well being of neighbouring communities and is also a legal requirement.
A funding proposal to sustainably harvest honey bush tea on the Formosa Nature Reserve has been prepared, annexure 1; in order to be implemented, Agency will need to determine whether honey bush tea is sustainable in the long term given the challenges of climate change and funding. In order for honey bush tea to be sustainably harvested on a protected area, the
guidelines outlined in the natural resource policy need to be adhered to and a determination must be made as to whether the honey bush can in fact be sustainably harvested over a sustained period, how it is harvested and the effects that fire and harvesting has its natural increase.

INTRODUCTION
The Eastern Cape Parks and Tourism Agency (ECPB) and the Eastern Cape Tourism Board (ECTB) merged on 1 July 2010 to become the Eastern Cape Parks and Tourism Agency (ECPTA) that is still to be registered as a Schedule 3c Public Entity in terms of the Public Finance Management Act (PFMA). The new Agency operates under the Eastern Cape parks and Tourism Act, 2 of 2010 and is now mandated to carry out biodiversity conservation across all provincial protected areas within the Eastern Cape as well as all tourism activities within the province.
