摘要:本文是一篇英语翻译,本项目报告是根据《江苏省食品小作坊和食品销售商管理条例》的实际翻译实践完成的,作者首先对原文进行了详细的阐述,然后从词汇和句法两个层面对一些值得讨论的翻译问题进行了详细的阐述。根据精确性原则和简明性原则,提出了相应的解决方案,并举例说明。

在翻译立法文本中的固定句型时,包括长句和“去(去)”结构句,主要是为了实现清晰和简洁。对无复杂结构和成分的长句采用线性处理,对有多层成分的长句采用重组集成,对枚举长句采用转换。对于“得”结构句的翻译,第一步是对那些没有中心名词的“得”结构进行挖掘,把理解的主语放在适当的位置,然后把完成的结构转换成条件状语从句。

Chapter One Project Survey


1.1 Background and Significance of the Project

Food safety concerns the health and life security of each individual. In China, muchwork has been continuously carried out in every link from the establishment of related lawsand regulations to the supervision and management of food producers and operators. Toimprove management system and enhance supervision efficiency, it is of great significanceto act in accordance with well-established laws. Nevertheless, small food workshops havebeen prone to food safety accidents for shoddy production conditions and the lack of strictimplementation of the supervision and management work by relevant local authorities.Therefore, to strengthen the management and supervision of small food workshops andfood vendors, Jiangsu Province revised and issued Regulations of Jiangsu Province onSmall Food Workshops and Food Vendors Management, where clear and bindingregulations are made on the production and operation of small food workshops and foodvendors. It responds to the newly revised Food Safety Law of the People’s Republic ofChina and fills the blank in Jiangsu’s legislation on the food safety management over smallfood workshops and food vendors.

Jiangsu Province has highlighted the importance of transparency of laws andregulations in accordance with the advocation of the country and the promotion of legaltranslation in Jiangsu Province is a strong impetus to its pursuit for openness,understanding and development. In the translation work of rules and regulations of JiangsuProvince, the author’s supervisor has made significant contributions along with other wellqualified experts and scholars, opening opportunities for the author to participate in relatedlegal translation practice. This is exactly where this report is attributed. With the intrinsicrealistic significance, this report is believed to provide some feasible translation techniquesfor legislative texts, especially from lexical and syntactic levels and thus shed some light,though dim, on legal translation practice.

1.2 Content of the Source Text

Regulations of Jiangsu Province on Small Food Workshops and Food VendorsManagement (these Regulations hereinafter), adopted at the Twenty-second Meeting of theStanding Committee of the Twelfth People’s Congress of Jiangsu Province on March 30,2016, clarify the responsibilities of the local government on food safety supervision andmake unequivocal stipulations on the regulation of small food workshops and food vendors.These Regulations highlight the service role of the government in guiding small foodworkshops and food vendors to achieve healthy development and encourage to set relevantindustry standards and norms to better ensure the food safety of small food workshops andfood vendors.

These Regulations are composed of six chapters (53 articles). Chapter one is generalprovisions, explaining the legislative purpose, giving definitions on relevant terms therein,especially the definition of small food workshops and food vendors, regulating relevantparties that are responsible for supervision and management.
